This only applies to ELs, not to citations. While it is, of course, better to let a citation point to a free-access online resource rather than a paywalled one if both (legally) point to the same document, Wikipedia depends on reliable refs, not on free or online refs. So, the access-status is irrelevant in regard to citation links. Let's not introduce restrictions into template documentation through the backdoor. Also, template documentation is not a guideline, such terms are better avoided.
